Brief history: in 1985, the FDA classified benzoyl peroxide initially as category I or GRASE (typically recognized safe and effective). Then in 1991, they reclassified meaning as category III, benzoyl peroxide "more necessary data", based on which arose at this time where security concerns. However, as of last month, the FDA decided to return the benzoyl peroxide in its original category I generally recognized as safe and effective classification because, "after reviewing the data, we now conclude that benzoyl peroxide can be adequately labelled to minimize the risk of benzoyl peroxide while ensuring effective acne treatment."
Official final regulation stipulates: "we, the Food and Drug Administration (FDA), issued us the final rule to include as a generally recognized as safe and effective benzoyl peroxide (GRASE) active ingredient in drug products for sale free (OTC) Acne topic."
